A gang of ~20 hooded desert-children founded by Koza on the outskirts of Alubarna. First on-page appearance: Ch. 163 pp. 15-17 — Koza and Vivi face off in a fight-to-the-death in a circle of chanting children; Vivi wins, and Koza appoints her second-in-command (p. 17: ‘EVERYBODY LISTEN UP!! AS OF TODAY, VIVI IS THE SECOND IN COMMAND OF THE SAND-SAND BAND!!!’).
Eleven years later (present-day, pp. 19-20), the gang has continued into adulthood and is now an armed civil-war cell pursuing Vivi at Yuba. Toh-Toh recognizes them by name (‘Sand-Sand Band, attack!!!’). The Sand-Sand Band is the proto-rebel-army — the childhood-pact gang Koza founded is the structural seed of the Alabasta rebel-army of the civil-war era.
Etymology
Sand-Sand Band — Oda’s signature doubled-syllable gang-naming pattern (cf. Black-Black, Hito-Hito, Bomu-Bomu). The English translation preserves the doubled-syllable register. The Japanese original is likely サンドサンド団 (sando-sando-dan) or similar.

First on-page Oda-canonized confirmation that the Alabasta rebel forces are operationally aged-up Sand-Sand Band childhood-gang members. The Koza-as-rebel-commander register is now operationally-grounded — the entire rebel command structure is the same gang Koza founded as children, aged 11 years. The childhood-pact (Ch. 0163 protect-her-with-your-lives compact, Ch. 0164 cashing) becomes the structural foundation of the Alabasta civil-war’s rebel-side.
