Summary
Three threads intercut. On Dressrosa, the blind Marine Issho leaves the decision to arrest Luffy and Law to a roll of the dice — it comes up a one, so “no arrests tonight” — while Maynard and his men fume; at the palace, citizens hail “Lucy” and his crew as saviors and King Riku reassures his granddaughter Rebecca that she will become a princess once he returns to the throne. In the New World, the Sanji-led “Twirly Hat” group (Sanji, Nami, Chopper, Brook, Momonosuke, and the hostage Caesar Clown) lands on a mystery island and is attacked by a raiding party led by Sheepshead that is hunting a hidden samurai and a woman; Sanji routs them. Far away, near the Hideout of the Kid Pirates, a person-shaped crater slams down from the sky. A flashback to the ruined sky island Balloon Terminal narrates a man who sought a place to die: defeated seven times, captured eighteen times, sentenced to death forty times, every execution failing — who finally leapt from a sky island and lived. He stands up complaining of a headache: Kaido, King of the Beasts, “the strongest creature alive,” who rages at “Joker” to hurry and start “the greatest war this planet has ever seen.”
