One piece of background reinforcement, explicitly non-settling: Ch. 1189 p.13 canonizes that the founding oath-weapons around the Empty Throne tally nineteen — “the 19 kings who forged our world made a vow of equality!! They placed their swords all around the empty throne to mark that oath” — matching Cobra’s library record and confirming on-page that the Nefertari abstention from the twenty is a real structural fact of the founding, not a bookkeeping artifact. That strengthens the premise the prediction is built on (Lily’s refusal was a deliberate act with 800-year consequences) but says nothing about Vivi’s own forward role, which is the actual claim.
