Officer's Tower

The Don Quixote Family’s tower in the Dressrosa underground/palace complex — first named on the Tontatta map Ch. 733 (the Operation S.O.P. objective, marked with Trebol + Sugar) and first shown Ch. 737. Its core is the “officer’s lift.” Pipes from all over the country drop “big people and broken toys” down to an underground scrap heap at its base (Ch. 737 pp. 12, 16). The same factory-like room “produces many toys” and shelters Sugar (protected by Trebol) — and beside the scrap heap is a black-market underground trading port that ships the kingdom’s weapons (“so this is where the weapons were coming from!!”, p. 16).
