A recurring composition across the Water Seven city arc: the Ancient Weapon Pluton is re-introduced not as a buried battleship or a poneglyph-location record (its Alabasta vector) but as a physical document with a named chain of custody — preserved by shipwrights, master-to-apprentice, specifically as a counter-weapon to be built if Pluton is ever revived. Each chapter is a chekhov-explicit / prop-tell installment escalating the same prop (the hidden plans) toward the same payoff (Franky holds the real set; Robin can reactivate).

The cluster

1. The attack-on-Iceberg “because he’s alive” tell — Ch. 337: the assault seeks something Iceberg holds, not merely his death (inference; “Pluton” not yet named). The upstream setup. See Iceberg Shot In A Locked Office Only A Common Mask Left At The Scene.
2. CP9’s theft objective named: what “someone named Tom” had — Ch. 339: the motive is theft, not murder; Tom named for the first time; Iceberg “the only one still living among his followers.” See Robin Ordered To Kill Iceberg Reluctant-Coercion Tell.
3. The hidden-safe heist for a single supremely valuable object — Ch. 342: Iceberg guards one object in a hidden safe, trusts only Paulie; a coordinated heist runs (prop-tell). Object unnamed (inference: the plans).
4. “Blueprints for a certain ship,” passed shipwright-to-shipwright — Ch. 343: the plans are “passed down secretly from master to apprentice, from shipwright to shipwright, for generations”; Iceberg the keeper, Paulie the heir. See Blueprints For A Certain Ship CP9 Target Pluton Motive.
5. “PLUTON” named on Water Seven + the “opposing force” counter-weapon lore — Ch. 344: Iceberg names “a weapon of the ancient world, the PLUTON”; the engineers preserved the plans because “an opposing force would be needed”; Iceberg also names Robin as the only Poneglyph-reader / only one who can reactivate the Ancient Weapons. 6. CP9 unmask and name the target: “the blueprints of the Ancient Weapon Pluton” — Ch. 345: under the direct control of the World Government; first on-page naming of CP9 / Cipher Pol No. 9.
7. The Tom → Iceberg → Cutty Flam / Franky lineage; the seized plans are FAKE — Ch. 346: the inscribed designer names (“Tom. Iceberg. Cutty Flam.”) voice the dead Tom’s hand-down; Cutty Flam is alive as Franky, so the real set is with Franky. 8. CP9 burn the fakes and pivot to hunt the real keeper — Ch. 347: the off-panel hunt carries the motive forward (the real plans / Franky).

Why this matters

The Water Seven arc gives Pluton a second, independent vector to its Alabasta location-poneglyph: a buildable schematic with a named human lineage and a stated counter-weapon purpose. Where the Alabasta cluster front-loaded the macro-engine through villain-abuse (see Pattern - world-mechanic-introduced-at-its-abuse-point - Alabasta Poneglyph-Pluton), the Water Seven cluster front-loads the hero-side custody: the plans land with a future Straw Hat (Franky), and the only reader who can reactivate the weapon is already aboard (Robin). The name-etymology channel underwrites both — Pluton = the buried, underworld, death-dealing member of the earth-sea-sky god-triad.
