威国 — Ikoku (“Mighty Nation”; VIZ “Ikoku Sovereignty”) — Big Mom’s signature attack (Ch. 874): she swings Napoleon in longsword form to throw a destroying shockwave, captioned the “Spear of Elbaf” (エルバフの槍 Erubafu no Yari). 威 (i) = “might / awe / intimidation”; 国 (koku) = “nation.”
VIZ renders the shared ending -国 (-koku, “nation”) as “Sovereignty.” Crucially, 威国 Ikoku is also the name of Dorry’s solo variant of Hakoku — so Big Mom’s technique matches the giants’ single-warrior form by exact name. This sharpens (not weakens) the seed: her combat vocabulary is literal Elbaf giant-warrior canon, and Luffy’s “the attack the giants used!!” recognizes a genuine same-name, same-lineage strike.
The 1191 chapter-closer resolves into the same family, one member further along:
轟国 — Gōkoku (“Roaring / Thundering Nation”; VIZ “Gokoku Sovereignty”). 轟 (gō, kun. todoroki) = “roar, thunder, boom” — written as three 車 (cart) stacked into one glyph, i.e. the noise of many vehicles at once. That is the attack: 覇国 is supremacy, 威国 is might, 轟国 is volume — the variant whose whole point is how many warriors are swinging together.
The counter-prefix is the headcount. 三将 San Shō = “Triple General” (VIZ’s “TRIPLE GENERAL”), with a recorded two-warrior variant 二将 Ni Shō, “Double General.” 将 shō = general/commander — the giants count commanders, not swords.
First on-page use recorded in the vault is Ch. 1173, not 1191: three young giants of the self-named “Warrior Generation” fell the fake-Nika sleeptid with San Shō: Gokoku (see Goldberg, Gerd). Ch. 1191 is the recurrence, scaled up against Imu.
⚑ The 1191 callout is namespaced to Luffy. Raw-derived rosters give the full name as ゴムゴムの三将轟国Gomu Gomu no San Shō Gōkoku — i.e. the “GUM-GUM…” that leads the callout on p. 16 is part of the technique name, and Luffy is one of the three generals. ⚠ The other two are NOT identified by the VIZ pages (both giants uncaptioned, not face-framed — see Ch. 1191 Open questions).
Homophone aside (speculative — flagged, unsourced): collapsed into VIZ’s macron-less “Gokoku,” 轟国 Gōkoku sits one vowel-length away from 護国 gokoku, “defense of the nation” (as in 護国神社, the shrines to a country’s war dead). The written kanji says roar; the romanization whispers defend the homeland — which is what the attack is for both times it is used. Reader-side; 轟 (gō) ≠ 護 (go) in strict length.
(Contrast: Big Mom’s sibling strike “Ikoku Sovereignty” (Ch. 874 pp. 5–6) is the same Spear-of-Elbaf family but a horizontal shockwave sweep, not the tunnel-to-vanishing-point composition — same lineage, different framing; it is the name seed, not the visual mirror.)

Why this matters
First named technique for the two giants and first named Elbaf weapon-form. Canonizes
giant-tier combat-power as near-absolute and installs the Elbaf giant-warrior weapon
lineage. The paired-strike grammar (two warriors, one combined attack) is the
friendship-restored payoff of the Little Garden arc — the duel-pair fight together
once their hundred-year duel is resolved. Pre-loads the forward-canon Elbaf-arc
giant-combat canon.
