Why this matters
The wardrobe-encodes-the-vulnerability grammar is one of Oda’s longest-running prop-tell patterns. Every character whose costume telegraphs their power/weakness eventually has that costume-tell weaponized in antagonist-dialogue. Luffy’s ANCHOR shirt → ANCHOR BOY taunt is the 60-chapter setup-to-naming payoff of the pattern.

YOU SINK LIKE ROCKS IN THE OCEAN!!! WHAT CAN YOU DO!!? (Arlong cites the Anchor-Boy sink-curse directly)
Arlong’s species-supremacy axiom-articulation directly cites the Luffy-sinks-like-an-anchor register that the Ch. 1 ANCHOR wardrobe-tell pre-loaded. The Anchor-Boy nickname-and-wardrobe-tell aggregate has now been cited by three East-Blue antagonists in succession (Krieg Ch. 61, Zeff Ch. 66, Arlong Ch. 90) — the sink-curse is the East-Blue villain consensus about Luffy’s vulnerability.

inverse register: rubber as INVULNERABILITY
Where Krieg/Zeff/Arlong wield the Anchor-Boy sink-curse (rubber = vulnerability near water), Enel hits the same wardrobe-tell from the opposite side: rubber is the property that makes Luffy immune to his lightning . Enel won’t fight him — “I can’t risk battling you and having you injure me again” — and substitutes molten gold + a ranged El Thor. The “rubber can’t conduct” half of the anchor-shirt grammar pays off here as INVULNERABILITY rather than weakness. (The explicit on-page “rubber doesn’t conduct electricity” naming is a later, uncaptured chapter; this is the behavioral-avoidance beat.)
Inversion — rubber as asset
Ch. 279 — the sink-curse flips to lightning-immunity
The rubber body that makes Luffy “sink like rocks in the ocean” (the East-Blue villains’ Anchor-Boy sink-curse) is, in Ch. 279, the exact property granting total immunity to Enel ’s Goro Goro lightning (pp. 15-19). The defining weakness of the rubber Devil-Fruit user becomes his defining advantage. First on-page instance of the wardrobe-tell’s liability flipping to a decisive combat asset. The electrical payoff
Ch. 280 (p. 4, 7) — rubber is immune to lightning
The complementary electrical payoff of the Ch. 1 ANCHOR wardrobe-tell. The same rubber-body that makes Luffy sink like an anchor (water-vulnerability) makes him a non-conductor — Enel’s lightning “won’t work” (“Lightning won’t work against me!!”, p. 4; “attacks won’t work either!!”, p. 7). The liability and the asset are the same physical property. Technique register here is chekhov-explicit + wardrobe-foreshadow: the debut-defined rubber property becomes the arc’s load-bearing combat axiom against the “strongest Logia.”
Ch. 281 page 15 — rubber is “impervious to lightning”
The Ch. 1 ANCHOR -shirt wardrobe-tell encodes Luffy as a Devil-Fruit user — his body’s material is rubber . Its defining property is canonized on-page here against a lightning Logia: Enel taunts that against his Mantra, Luffy “has nothing other than being impervious to lightning !!” The rubber body is the hard counter to the Goro Goro no Mi . This is the arc-defining rubber-vs-electricity reveal — a chekhov-explicit + wardrobe-foreshadow payoff of the same costume-tell grammar (the wardrobe encodes the body’s nature; here the nature is what wins the fight). Ch. 297 page 15 — gold grounds the discharge AROUND the rubber body (climactic restatement)
Against Enel ’s named ultimate weapon — the giant Raigo / “Kingdom Come” sphere — Luffy ’s rubber body again does its anchor-shirt work: the lightning discharge crackles around him , with the gold on Enel’s arm acting as the lightning conductor / ground (p. 15).
