Caesar is confirmed as the orchestrator of Punk Hazard : he caused the four-years-ago weapons disaster (not Vegapunk ), keeps the soldiers/centaurs as “guinea pigs,” and runs the island as “the very stronghold of black science.” Caveat: p. 17 reveals he is himself a subcontractor under Doflamingo and an Emperor — hidden master of the island , not apex of the wider scheme. (No status change — Caesar-as-island-master corroboration; the scheme’s apex (Doflamingo/Emperor) sits above him and is tracked separately.)
Tashigi names the hidden “master” of Punk Hazard as the scientist Caesar Clown (“CC”) — deduced from a CC-logo ship hidden by the laboratory. He is a former Vegapunk colleague, a government fugitive, and “the authority on weapons of mass murder.” He is established entirely off-page by deduction , priming his on-page debut and his scheme as the arc’s driving threat. Both Smoker (“I’ve got a bone to pick with you too, Caesar”) and the bisected samurai’s reassembled body carry grievances against him; the Warlord Law is operating in his orbit.
Ch. 672 — on-island supremacy reinforced (corroboration; note already confirmed @0670)
Caesar single-handedly downs Smoker , Tashigi , and three Straw Hats with his gas and has them bound in sea-prism shackles; his soldiers hail him “our God of Salvation, Master” (pp. 6-8). Reinforces his on-island supremacy — while Vergo ’s arrival shows the true master above him is “Joker.” (No status change — corroboration only.)
The payoff
The “Master” deduced off-page as Caesar Clown in Ch. 663 now stands in person before the Straw Hats and Naval G-5 , is named to his face, and confirms it himself: “You’re Caesar Clown… aren’t you?!” → “Indeed I am! ” The hidden-antagonist deduction is closed on-page. Status flipped pending → confirmed @0670. (He was first SHOWN Ch. 664 on his “Master Caesar Clown” intro card; the deduction is sealed at the 0670 face-to-face confirmation.)
