The seed
Boodle’s line is the first on-page articulation in the series of the people-as-treasure thesis. He is an East Blue mayor — a minor character in a Buggy-arc filler beat — and yet the thesis is delivered through him before Luffy, Whitebeard, Shanks, or Roger ever frames it.
Why this matters
The series’ eventual answer to “What is the One Piece?” (still open as of Ch. 1100+) is progressively redefined across the series:
- Ch. 1: gold/glory (Roger’s execution speech)
- Ch. 14: people-as-treasure (Boodle)
- Ch. 569: family-as-treasure (Whitebeard’s deathbed)
- Ch. 1000s: laughter/freedom (Joy Boy / Nika)
Boodle’s Ch. 14 line is the earliest version of the eventual answer. Reading the line as a minor mayor’s pride is the surface read; reading it as the thesis statement of the entire series, delivered through a side character is the deep read. The technique — minor-character-speaks-the-theme-before-the-protagonist — recurs across the series.
