Madam Sharley Prophesies Straw Hat Luffy Will Bring Ruin To Fish-Man Island

The seed
Madam Sharley — a fortune-teller whose visions always come true (she is said to have foreseen the Battle of Marineford and Whitebeard ’s death, p. 8), which is why she gave up reading the future — collapses with a vision that “Straw Hat Luffy … will bring ruin to Fish-Man Island ” and orders him driven off (pp. 14-16). A loaded, explicit prophecy that frames the entire arc.
Ch. 613 — the kingdom acts on the prophecy
The Ryugu soldiers move to imprison the Straw Hats preemptively, citing that they “will bring doom upon the kingdom” (p. 8) and arresting them “for what we’re going to do in the future” (p. 13). King Neptune dissents — “I don’t think people should be imprisoned over a prophecy” (p. 14). Madam Sharley confronts Hody directly and names the prophesied destroyer: Straw Hat Luffy — so “there’s no future where Hody rules this island.” The crowd affirms “Madam’s prophecies always come true.” The subject is now fixed to the hero; whether the prophecy is literal, misread, or self-defeating remains forward.
Ch. 633 pp. 8–9 — the prophecy is invoked, and inverted
Facing the king’s execution, the citizens beg the prophesied destroyer to come now : “If you’re going to bring ruin to this island, do it right now!! Straw Hat Luffy !! …Destroy everything right now!!” The narration sneers “Sharley’s prophecy has to be wrong this time” in the panel before Luffy erupts from Megalo — the seer’s never-wrong device tightened by dramatic irony.
As Noah falls, citizens beg Madam Sharley for an answer (“Is the island really gonna be destroyed?!”, p.13) and the chapter closes “Fish-Man Island… is in terrible danger” — the prophesied ruin looming, though its agent (Decken’s ark, not Luffy directly) keeps the prophecy’s literal reading open.
Luffy provokes the Emperor who protects the island , eating the tribute sweets and declaring war on Big Mom (pp. 16-19). A live “Straw Hat brings ruin to Fish-Man Island” vector consistent with Madam Sharley ’s prophecy — though Luffy frames it as taking the island under his own protection.
Ch. 653 p. 3 — Sharley sets down the crystal ball but does NOT recant
Madam Sharley gives up fortune-telling “for good” and chooses to trust “that boy in the straw hat” — but explicitly does NOT recant the ruin-prophecy: “it’s the fact that she’s never made a bad prediction that has me so terrified… what she saw might be a year or more off. There’s no proof yet that she was wrong.” Camie : “Luffy’s crew would never do such a…” The prophecy is deliberately kept alive as a deferred forward seed even as the seer retires the crystal ball.
The payoff

Why this matters
An on-page, named-stakes oracle line installed right as the arc’s central tension is set.
