The Billions are deployed in Nanohana and have infiltrated the rebel army — re-keys Baroque Works’ Ch. 0113 agents-pulling-the-strings abstract model into a specific tactical instance: the rebellion itself is partially Baroque-Works-instigated at the troop level. The structural reveal is that the 700,000 rebels are not all rebels by conviction — a load-bearing fraction are paid BW infiltrators acting on Crocodile’s clock.
