Why this matters
The seed. Ch. 139 pp. 6-7. In Big Horn, civilians corner an avalanche-site to dig out Dalton; uniformed Wapol-loyalists block them and declare themselves “King Wapol’s vassals” — “You used to serve under him!! Don’t you even care!!?” / “To defy him is death!!!” / “Anybody that doesn’t like it can take us on…”. Vivi and the avalanche-survivor party realize these uniformed thugs are the same men they fought at sea (Ch. 131).
Why it might matter. The Ch. 134 anti-monarchist nation-rebuilding doctrine (“the restoration of the monarchy is the thing to be feared most”) is given its inverse demonstration here: the people who served Wapol pre-exile are still in the population, hidden, and they re-activate the moment he lands. The kingdom’s we want to build a new peaceful nation doctrine is fragile — the vassal-network is the threat-from-within that the king’s abandonment did not erase. Pre-loads (a) Dalton’s eventual open break from his suppressed protector-not-vassal role; (b) the arc-end repudiation of Wapol’s restored regime; (c) the broader Alabasta-saga good-king/bad-king axis (cf. Cobra’s loyal Igaram vs. Crocodile’s coerced Alabastan officials).
