Toh-Toh Yuba Holdout Doctrine The King Would Never Betray His People Seed evidence
Toh-Toh, weeping at recognizing Vivi: ‘Princess, I still believe in the King!!!’ / ‘He would never betray his people!!!’ / ‘PLEASE!!! You must stop them!!!’ / ‘This rebellion is idiocy!!! Those blasted rebels!!’ — first on-page citizen-loyalist position in the Alabasta civil war . The civil-war is not unanimous ; loyalty to Cobra survives in the dying oases. Importantly: Toh-Toh’s loyalty is lived-experience-grounded , not nostalgia — the Ch. 163 flashback (pp. 10-14) shows him receiving crown-funded drought-relief from Cobra 11 years ago, in the same drought-failure conditions he’s living through now.
The doctrine predicts the arc’s resolution-thesis: the rebellion is built on a wrong premise , and the truth of the king’s loyalty to his people will, at the saga’s climax, be revealed to the rebels.
