Ch. 513 p.18 — Luffy’s despair beneath the “mindless weapon”
At Grove 12, the will-less Warlord Kuma paw-blasts the Straw Hats away one by one. The despair beat is a near-full-width middle panel: an extreme close-up of Luffy ’s tear-streaked, drooling, anguished face, jagged grief-bubbles framing it — ”…ANY OF THEM!!!! / I COULDN’T SAVE…” The scene is staged entirely from the victim’s side; the closing caption reads that the Straw Hat Pirates “were eradicated” (p.19), and Kuma is read as a heartless government machine — “Farewell. We’ll never see each other again. POOF…!!”
Ch. 512 p.19 — the first paw-blast / “ZOLO?!”
The scatter opens with Kuma’s paw-pad held up and Zoro vanishing — “ZOLO?!” — the panel grammar (recoiling crew, paw mark, “DOOM”) that 1102 will redraw shot-for-shot.
The payoff
Ch. 1102 p.10 — the identical panel + line, now Kuma’s
In the conclusion of Kuma’s flashback, Oda redraws the Sabaody scatter from inside Kuma’s head . The same face-down crying Luffy is restaged with the identical grief-bubbles — ”…ANY OF THEM!!!! / I COULDN’T SAVE…” — but now Kuma’s own black silhouette sits in the frame and the lament is reattributed to him : “Dragon, Iva… please forgive me… for vanishing without a word… I couldn’t save any of them!!!” The “ZOLO?!” / “WHAT?! ANOTHER ONE!!!” paw-blasts are redrawn (p.10 top), and the heartless “Farewell” is recontextualized as a grieving father’s wish — “One day in the future… don’t come here yet.” The exact words that were Luffy’s despair in 0513 are revealed to be Kuma’s too: two men, opposite ends of the same paw, carrying the identical sentence of failure over the same event.

Why this matters
Oda’s recurring Kuma device is to hold the panel and flip the POV : a composition the reader first decoded as the weapon’s cruelty is redrawn from Kuma’s interior so its true emotional charge inverts. Here the most damning original read — Luffy weeping that he “couldn’t save any of them” while a faceless machine “eradicated” his crew — is answered by giving the machine the word-for-word same lament . The reused panel is the argument: the scatter was never an execution but a grieving, deliberate rescue (see Kuma’s Scatter Sends Each Straw Hat To A Place That Forges Them , Kuma Erases His Own Pacifista A Deliberate Scatter Not An Execution ), driven by the sliver of will Vegapunk preserved (see Kuma Acts On His Own Will Despite Being A Mindless Weapon ). Watch for Oda redrawing an old panel verbatim and only changing whose interiority it carries — that is his flag that a “villain” beat is about to be morally reversed.
