The seed

In Ch. 252 the masked guerrillas — first taken for possible agents of the Kami — explicitly threaten to “erase” the blue-sea intruders “along with Eneru” (p. 8).

This establishes the three-way conflict (Straw Hats / Shandia / Enel) that drives the rest of Skypiea, and seeds the ancestral-grievance / true-history thread (the Shandia’s claim to Upper Yard = the buried city). Pairs with The Noland Legend and the City of Gold and The City Of Gold Is Shandora In Skypiea And Its Gold Is The Giant Bell.

The payoff

Why this matters

Oda plants the faction-realignment as explicit on-page dialogue (a chekhov-explicit / dialogue-doctrine tell) the very chapter the guerrillas could have been mistaken for Enel’s enforcers — pre-loading the arc’s true-history reveal that the “war over Upper Yard” is a centuries-old indigenous reclamation war, not a god-vs-trespassers conflict.
