Why this matters
- parallel-arc-structure — the themed-officer-chart is Oda’s reusable template for “this villain crew is a coherent unit with a visual joke.” The Buggy crew is the prototype. When a new villain crew appears, the diagnostic question is: “what’s the theme? Who fills each officer slot?” — and the chart usually appears within the first 1-3 chapters of the crew’s debut.
- background-symbol — circus motifs (unicycle, striped sails, bunting, cannon-mouth ship figurehead, lion-mount) are scattered throughout the Orange Town arc; the chapter-title triptych on Ch. 16 p. 1 is the symbol payoff (the chart that ties all the previously-glimpsed circus motifs into a unified aesthetic).
