The mirror network’s reach is operationalized as an escape system : Luffy hostage-rides Brûlée through mirror after mirror to flee Katakuri , exiting into towns across Totto Land (pp. 7-13) — the “anywhere there is a mirror” rule used as a high-speed getaway.
Ch. 880 p. 11, pp. 14-16 — the network weaponized offensively
The mirror network is weaponized offensively : in the Mirro-World , Brûlée scries for mirrors onto the Sunny and (on Katakuri /Perospero ’s orders) sends soldiers through to torch it; Big Mom ’s troops fire flaming arrows and cannonballs through the Sunny’s own mirrors , forcing Nami to smash every mirror on the ship (boys’ room, bath) to seal the doorways (p. 11, pp. 14-16).
Brulee enters and exits a mirror dimension — the “Mirro-World ” (Mirro-World ) — and “can, like, appear from anywhere with a mirror.” An explicit Chekhov: mirror-travel is installed as a board-the-island transport/escape device that pays off repeatedly across the arc.
With Brulee now captive in her own dimension, Chopper deduces the Mirro-World touches every mirror on Whole Cake Island and that the crew should use her power offensively rather than escape it; biscuit-soldiers and goods already transit it via Big Mom ’s power. Seeds the mirror-travel tactic the crew will exploit.

Why this matters
