A seahorse merman, one of the two chief ministers of the Ryugu Kingdom court at Ryugu Castle (caption Ch. 612 p. 15: “Minister of the Right — Kingdom of Ryugu (Seahorse Merman)”). With his counterpart the Minister of the Left, he manages palace affairs and chews out King Neptune.
