Summary

Boodle, introduced by name as the mayor of Orange Town “since [Buggy] was pillaging nurseries,” storms the Drinker Pub with a club to challenge Buggy directly (page 2). Cabaji, Buggy’s second mate — a sword-in-mouth unicycle acrobat in a checkered scarf — volunteers to step in but is waved off; Buggy insists on handling the challenge himself (“Avast, fool! He challenged me!”). Buggy mocks Boodle’s “town as treasure” framing as senile, restates his Grand Line ambition in escalated terms (“All the treasure in the world! I’ll have it all, nobody else!!”), then uses his Devil Fruit on-page for the first time — his feet detach and fly him into the air (page 7, “FWUP”), establishing the body-segmentation power visually after eight chapters of dialogue-only DF references. Buggy beats the airborne, dangling Boodle and refuses to come down and fight: “You’re not worth the effort.” Luffy re-enters the chapter with a “I told you I’d clobber you! I’m back!” fist; Zoro and Nami converge in the same panel (page 11) — the chapter stages the first three-person Straw-Hat composition shot, with Nami restating her pre-recruitment framing (“I’m just here for the map and the treasure!”). Boodle tries to interpose, declaring the fight his; Luffy knocks him cleanly unconscious with the explanation “He was in the way!!! He would have gotten himself killed… He’ll be safer unconscious” — Zoro nods “Good thinking…”, Nami calls Luffy reckless. Luffy then deliberately triggers the Buggy Nose Taboo (“Hey, you! BIG NOSE!!!”) to bait Buggy into firing a Buggy Ball; Buggy obliges. Luffy inhales and inflates into a sphere — “GUM-GUM… BALLOON!!!” — the first named defensive technique in the Gum-Gum vocabulary. The Buggy Ball bounces off Luffy’s inflated belly and detonates among the Buggy Pirates themselves (page 19, “KABOOM!!”), wrecking their position. Zoro deadpans the entire trick was unannounced; Nami stares: ”…What ARE you!?” Luffy: “That evens the odds a little! Let’s get ‘em!” Chapter ends with the Straw-Hats-as-trio ready to engage the now-broken Buggy crew. Volume bonus page (page 20) is a Japanese-text “One Piece Rough Sketch!” of an earlier version of the Luffy-Nami crewmate-pitch scene.

• Boodle, Mayor of Orange Town — first named appearance. Civilian, elderly, club-wielding, deeply attached to the town. His framing of the town as his “treasure” structurally previews Bell-mère/Cocoyasi (treasured place worth dying for) and seeds the East Blue thematic backbone: villains-treasure-gold, heroes-treasure-people.
• Cabaji the Acrobat — first appearance. Caption (page 4): “Buggy’s second mate — CABAJI THE ACROBAT.” Sword-in-mouth swordsman riding a unicycle, checkered scarf, white kabuki-style face paint. Confirmed Buggy Pirates officer.
• Buggy’s Devil Fruit, first visual demonstration (page 7) — Buggy’s feet detach from his legs and lift him into the air with a “FWUP” SFX. Resolves eight chapters of “the fruit of the devil” dialogue references into an on-page mechanic. The fruit is still not named — but its powerset is now visible.
• Gum-Gum Balloon (Gomu Gomu no Fuusen) — first named technique (pages 17-18). Luffy inhales massively, inflates torso into a sphere, deflects/bounces incoming ordnance. First defensive Gum-Gum technique on-page (Pistol Ch. 2, Whip Ch. 6, Rocket Ch. 4 → all strike/transport; Balloon is the first deflection variant).
• Buggy Ball reflection — Luffy bounces a Buggy Ball back onto the Buggy Pirates’ own position (pages 18-19, “KABOOM”). Variant of the tyrant-monument beat — Buggy’s signature ordnance, the one he just used to terrorize the town in Ch. 10, becomes the weapon that breaks his own crew. See Morgan Statue Hubris.
• Buggy’s Grand Line ambition restated and escalated (page 8): “All the treasure in the world! I’ll have it all, nobody else!! And all the glittering treasure will be mine!! Soon, I shall rule the Grand Line!!” — second on-page articulation (first was Ch. 10 page 8). The framing escalates from “rule the Grand Line” (Ch. 10) to “all the treasure in the world, nobody else” (Ch. 15). Buggy is being established as a zero-sum villain — paired-naming with Luffy’s “I’ll be King of the Pirates” but with the exclusionary clause Luffy never adds.
• Buggy refuses honor combat (page 9): “You’re not worth the effort” — refuses to come down and fight Boodle. Character-tell: Buggy hides behind ordnance and altitude when challenged at his own scale. Sets up Zolo as the implicit honor-counterpart who does answer challenges.
• Boodle’s thesis (pages 5-6): “This town is my treasure, and I’m going to protect it!!! I don’t expect you to understand my feelings for this town!!!” The chapter’s central ideological exchange — feelings-as-treasure vs. gold-as-treasure. This is the same framing Bell-mère, Hiriluk, Vivi, and (eventually) Luffy himself will articulate against future antagonists.

• Page 1 (cover) — Nami sits atop a giant woolly mammoth in pseudo-tribal outfit, riding it like a mount; Luffy hangs bound and inverted from the mammoth’s tusk, slung as cargo; mammoth calves visible at base. Part of the ongoing Volume 2 “Nami and animals” pre-arc cover series. Inversion gag: Luffy (the future captain) is the cargo, Nami (the future navigator) drives. Pre-figures the East Blue truth that Nami is the operational center of the crew even when Luffy is the captain.
• Page 2 — Boodle’s club-down-on-the-table entrance — “DA-DOOM!!” — frames the elder mayor as more genuinely dangerous than any Buggy Pirate mook seen so far. The composition is a Marine-officer entrance shot for a civilian — same visual grammar Oda will reuse for every East Blue village elder.
• Page 4 — Cabaji the Acrobat introduction. Unicycle, sword held horizontally in mouth (“WSSH WSSH”), checkered scarf. Caption-framed: “BUGGY’S SECOND MATE — CABAJI THE ACROBAT.” The caption-nameplate framing matches the Buggy (Ch. 9 page 6) and Nami (Ch. 9 page 2) intro panels — same visual grammar across all three “officer” intros in this arc.
• Page 7 — Buggy’s Devil Fruit, first visual demonstration. Floating feet, “FWUP” SFX, Buggy’s torso in the air with his legs/feet hovering separately beneath him. The mechanism is shown without being named — pure visual exposition. Boodle’s reaction: “Y-you… M-monster!!!” — first character to react to the Bara Bara mechanism on-page.
• Page 8 — Buggy’s Grand Line monologue. Tilted-up camera angle, Buggy bisected by the panel’s diagonal — a tyrant-from-below shot. The line “all the treasure in the world! I’ll have it all, nobody else!!” is the chapter’s most quotable villain beat.
• Page 11 — First three-person Straw Hat composition. • Page 15 — “Hey, you! BIG NOSE!!!” with a Luffy stomp pose. The taboo from Ch. 9 weaponized as an opening move. Buggy’s eyes-bulge reaction takes the full center-right of the page.
• Pages 17-18 — Gum-Gum Balloon, the inflation panels. Page 17: Buggy Ball flying in, Luffy small-figure inhaling (“HUFFF”), “GUM-GUM…” word balloon. Page 18: Luffy inflated into a sphere with a single visible eye, ”…BALLOON!!!” — the SFX wraps around the sphere (“FOOOH”). • Page 19 — Buggy Ball bounces back. “AAARRRGGH!!!” Buggy Pirates with their own ordnance landing on them; “KABOOM!!” white explosion. Below: Zoro/Luffy/Nami in the foreground unaffected; Zoro: “Made me worry for nothing…” The composition — three protagonists in the foreground, three antagonists in the rubble — is the chapter’s structural payoff.
• Page 20 (volume bonus) — “One Piece Rough Sketch!” — a hand-drawn, Japanese-text rough draft of the Luffy-Nami crewmate-pitch scene (likely an earlier version of the Ch. 9 partnership offer). Includes recognizable rough-Luffy-with-straw-hat speech bubbles and rough-Nami refusal. Open questions raised

• What is Buggy’s Devil Fruit named? Visual mechanic now established (body segmentation, page 7), but the fruit name still not on-page. → Resolves in a later Orange Town chapter (Bara Bara no Mi).
• Will Cabaji fight Zoro next? The “I don’t want to get rusty” line + caption-introduction grammar implies a featured fight is set up. The chapter holds him off; he is positioned as Zoro’s likely duel partner.
• Will Buggy fight Luffy directly? Buggy refused honor combat with Boodle and hid in the air; the chapter’s setup demands he face Luffy in the next chapter or two.
• Why does Nami still hesitate to commit to the crew? Re-stated her transactional framing (“I’m just here for the map and the treasure!”) — the Bell-mère/Cocoyasi wound from Ch. 10 is still gating her commitment.
• Mechanism of the Buggy Balls — Buggy implied DF amplification (Ch. 10) but the bounced-back ball reads as a normal projectile that detonates on impact. The DF-tech crossover is still mechanically vague.

• “Boodle” — name etymology uncertain; possibly a play on boodle (English slang for “loot, money, swag”) — ironic given his explicit rejection of gold-as-treasure.
• The cover-page mammoth motif: Volume 2’s cover-series theme appears to be Nami + animals (Ch. 10 = pig, Ch. 15 = mammoth). Track the series to confirm a pattern. Wano kimono? Punk Hazard cold gear?). It is not his canonical white-shirt-haramaki look.
