Summary

Opens on a Luffy title-splash — he stands on a rooftop in Mohji’s stolen lion-tamer cape, three bats circling him, jack-o’-lantern moon behind. Beneath it: First Mate Mohji crawls back to Buggy’s Drinker Pub HQ, beaten unconscious, trying to warn the crew that “the kid is a rubber man” — but he passes out mid-sentence and Buggy mishears “rub-” as “rub” (massage), concluding Luffy used a “diabolical rubbing technique.” Furious at the reputational hit, Buggy orders another Buggy Ball salvo on the town. Scene cut: outside town, “The Refuge of the Townspeople” — the civilian evacuation camp. Chouchou the pet-food-shop dog limps back, wounded; the only one missing is Mayor Boodle, who went to feed Chouchou and never returned. The townspeople fear Boodle has been captured. In the main street, Nami apologizes to Luffy for yelling at him; Luffy answers “That’s okay. I know you lost someone to pirates. I understand…” — the first explicit Luffy-acknowledgement of the Ch. 10 backstory wound. Mayor Boodle stumbles up shouting “I CAN’T STANDS IT NO MORE!!!” and delivers his life-story monologue: forty years ago he led refugees from a pirate-destroyed town to this wilderness and built Orange Town from nothing. “This town and its people are my treasure!” he declares — vowing to fight Buggy alone. A second Buggy Ball strikes mid-speech, levelling the building Zoro was sleeping in (he survives, unbothered). Boodle, broken, runs off to confront Buggy with only a spear. Nami tries to stop him: “You’re being RECKLESS!” — title drop. Boodle: “I KNOW I’M BEING RECKLESS!!” Luffy decides to follow (“I won’t let him get killed! I like that old man!”); Zolo agrees (“I’ve got a score to settle”); Nami calls them crazy but seals a hand-slap pact: “I won’t become a pirate! Let’s just say we’ll join forces — work together for a common goal!!” — the first explicit Luffy/Nami alliance handshake. Boodle reaches the Drinker Pub roaring at Buggy to come out; the chapter cuts to Buggy’s enraged silhouette: “WHO DARES?” Volume bonus: Vikings, Part 3 — Oda essay on the Chiisa na Viking Bikke TV anime he watched as a kid.

• Mayor Boodle — first appearance. Mayor of Orange Town. White-haired, bespectacled, vested old man with a spiked club-staff and (later) a spear. Founded Orange Town 40 years ago alongside other refugees from a pirate-destroyed previous town.
• Boodle’s backstory: pirates razed his prior home (page 14: “I won’t lose a second town to those sea rats!”); he led the survivors here when this was wilderness (page 8) and built the current town from nothing across forty years (pages 8-9: “We worked hard, cleared the land… we old timers built this town from nothing! It’s OUR life’s work!”).
• Chouchou — first appearance. Brown-and-white dog. Lives at the Pet Food Shop in Orange Town. Was injured fighting Buggy’s pirates. Boodle had gone to feed him, which is how Boodle was caught alone.
• Mohji — first on-page name (page 2, mook: “First Mate Mohji’s back!”). Identifies him as the Buggy Pirates’ first mate. He’s been off-page in the previous chapters; chapter 14 confirms he was the threat Luffy fought between Ch. 10’s tavern beat and Ch. 14’s opener — and that Luffy defeated him (Luffy is wearing his coat). The fight itself is in the off-page chapters 11-13.
• The Pet Food Shop and the Refuge of the Townspeople — first named Orange Town sub-locations besides the Drinker Pub. The “Refuge” is an evacuation camp set up outside the town walls; confirms that the apparently-deserted town from Chs. 8-10 was deserted by evacuation, not abandonment.
• Boodle’s treasure thesis (page 9): “This town and its people are my treasure!” — first non-Luffy character in the series to articulate the “treasure-is-people” thesis that becomes the entire emotional argument for what the One Piece is. Pre-Whitebeard, pre-Robin’s “I want to live”, pre-Laugh-Tale.
• The Luffy-Nami pact (page 17): Nami’s “I won’t become a pirate! Let’s just say we’ll join forces — work together for a common goal!!” with a hand-slap is the first on-page formal alliance between them. The conditional framing — not a crewmate, just an ally — is preserved through the rest of East Blue until the Arlong Park resolution.
• Luffy’s defeated-enemy-cosplay running gag established (page 1): Luffy wearing Mohji’s coat on a rooftop is the first instance of the Luffy-wears-the-loser’s-clothes gag that recurs across the series (Crocodile’s coat after Alabasta, Lucci’s hat, Bege’s hat, etc.).
• Buggy mishearing “rub” (pages 2-3) — first Buggy comedic-vanity beat after Ch. 9’s nose taboo. The taboo-comedy now extends to reputation: Buggy can’t bear to be “beaten by a masseur.” Establishes the running pattern that Buggy’s threat-level is calibrated by reputation, not power.

Open questions raised

• Who was Mohji and how did Luffy beat him? The Ch. 14 opener implies the fight happened in chapters 11-13 (currently unread). Mohji is identified as Buggy’s first mate, a lion-themed character (the cape Luffy wears has fluffy lion-mane edging) — but the encounter itself is off-page until those chapters are processed.
• What was the previous town Boodle came from, and which pirates destroyed it? Mentioned once on page 14 (“a second town”) — never followed up in the chapter, never (to current knowledge) followed up in the series. A genuine unresolved seed that remains dangling — the chapter introduces a buried trauma that gets no payoff. Possibility-space: foreshadowing for one of the later East Blue pirate antagonists (Don Krieg’s old activities? a Rocks-era remnant?) but the question is open and the synthesizer should flag this as a dangling thread.
• Will Boodle survive the duel? The chapter cliffhangs on the “WHO DARES?” shot. Boodle is alone, armed only with a spear, charging a Devil Fruit captain.
• Does Nami’s “join forces” pact have an expiry? Page 17’s framing is conditional — not a pirate, just a temporary alliance. The question of when she crosses the line is the open arc-question that resolves at Arlong Park.
