What we know

  • Ch. 904: First named on-page during the Peachbeard / Lulucia extortion — the fee a nation pays to remain a member of the World Government.
  • Ch. 909 (p.5, Marco explaining Whitebeard’s origin): The mechanism is spelled out. Countries that collapse or are too poor to pay the Heavenly Tribute cannot join the World Government and become lawless islands — overrun by pirates and slavers, breeding fresh generations of orphans. Whitebeard’s own home island was such a country; the orphaned Whitebeard came from it, went to sea young, and became a pirate.
  • The tribute funds the Holy Land — tied to Celestial Dragons and the Treasure of Mary Geoise.
  • Ch. 1097: mechanism weaponized. King Bekori of Sorbet Kingdom exploits that the WG levies Heavenly Tribute by the number of citizens — so he redraws the kingdom’s borders to exclude the poor, old southerners, who then lose WG citizenship/protection and are enslaved (pp. 8–9). Chronology / structure

A standing levy of the World Government era. Membership in the WG is conditional on paying the Heavenly Tribute; failure to pay = loss of WG protection and descent into lawlessness. First named Ch. 904; mechanism explained Ch. 909.
