East Blue Marine base commanded by Commodore Pudding-Pudding (Purin-Purin). Named in Ch. 75 page 10 (Arlong’s subordinate: ‘NAVY BASE 77?’) and page 14 (Pudding-Pudding’s own dignity-speech: ‘I AM COMMODORE PURIN-PURIN OF NAVY BASE 77.’).
Has jurisdiction over (or response-authority for) the Cocoyasi/Gosa region — dispatched a patrol ship to evacuate the surviving Gosa villagers per the village-elders’ message to the government (page 8). The mission ends in the ship being sucked into Arlong’s maelstrom (page 17).
