The chapter installs Raftel-as-the-prize-location while explicitly hedging on what is there — the what is the One Piece question is anchored to a where without committing to a what. The hedge is itself the foreshadowing: Crocus’s perhaps is not ignorance but deliberate withholding — pre-tells his Roger-Pirates affiliation (he knows but won’t say).
