Why this matters
A chekhov-explicit seed: rather than a subtle visual tell, the threat is stated outright by a subordinate as flavor — Queen “builds weaponized mechanisms and viruses.” Oda loads a named officer’s defining capability in a throwaway boast, so its later weaponization reads as planted, not invented.
