Why it matters
The honorable-but-overmatched Marine commodore archetype is first installed at the Arlong arc and recurs across the series whenever the arc-region is oppressed by a power the Marines cannot or will not engage. The chapter’s two-Marine-modes dichotomy (corrupt Nezumi pays-and-lives vs honorable Pudding-Pudding refuses-and-dies) installs the operating-grammar of the Marines as an unreliable-arc-rescuer — sometimes complicit, sometimes outmatched.
