The seed
Ch. 69 introduced Nezumi as a cash-corrupted Marine on Arlong’s payroll. The Ch. 69 Nezumi Is Going To Squeal Tell anybody-squeals-on-you-I’ll-gut-em Chekhov-explicit tell pre-loaded the Nezumi-will-flip-and-act-against-civilians arc-trigger.
The payoff
Nezumi leads a Marine column to Nojiko’s house, deploys a thief is a thief legal cover (page 9, the chapter’s title-line), raids the tangerine grove looking for Nami’s 100M-berry cache, and orders Marines to open fire on unarmed villagers when Genzo and the villagers defy him (page 15: KA-KLIK / BOOM BOOM BOOM ). The corruption-mode escalates from passive-bribed (Ch. 69) to active-civilian-enforcement-for-pirate (Ch. 80) — the East Blue Marine-corruption tier reaches its peak.
Why this matters

Raid outcome — Ch. 81 page 2
Ch. 81 page 2 — 93M seized + 30/70 split
Nezumi returns to Arlong Park on his Marine ship with 93 million berries seized from Nami’s cache. “30 percent of it is ours!” — the corruption revenue-split is named. Nezumi keeps ≈27.9M; Arlong receives ≈65.1M. The Marine-as-laundering-front pipeline reaches its East-Blue operational peak.
Ch. 94 — Nezumi defeated; raid retroactively reversed
Page 8-12 — Nezumi returns at the moment of liberation to escalate his Ch. 80 raid into a third-tier (claim the Arlong-Park treasure under Marine-legal cover). He is physically defeated (Zoro grip + Sanji kick + Nami strike) and economically defeated (Nami’s restitution-extraction). The Ch. 80 raid is retroactively reversed — what Nezumi seized in Ch. 80, Nami repossesses in Ch. 94. Nezumi exits the chapter vowing bureaucratic-revenge. The Marine-corruption-mode is physically defeated but institutionally still in place — Nezumi remains alive and remains Captain of Navy Unit 16.
