Why this matters
The named-before-shown grammar is Oda’s standard antagonist-organization-introduction technique. Compare: the Marines were operationally referenced before being institutionally explained; the Seven Warlords were named (Ch. 69) before any individual Warlord was on-page (Mihawk Ch. 50 was peer-tier, not Warlord-status); the Yonko will be similarly named-before-shown.
The technique here is specifically organization-named-by-its-own-agents-via-self-reference — the agents use “the organization” as if the listener (the reader, the Straw Hats) already knows what it is. The intentional opacity is itself the seed: something exists, has agents, has interests, has stakes. The reader is invited to fill the slot with their own theories until the full reveal lands.
