Pre-loads the Alabasta-coup reveal: Baroque Works is actually Crocodile’s mechanism for collecting personnel, intelligence, and supplies to seize the Alabasta kingdom. The Ch. 107 food-procurement line is a small but load-bearing detail — it codes the organization as building toward a larger logistics need beyond what bounty-hunting alone would require.
Forward-pattern: the front-organization-with-secondary-strategic-purpose register recurs across the series:
- CP9 fronts as a “Galley-La auxiliary” in Water 7; actual purpose is the Pluton blueprint heist.
