Ch. 163 canonizes the three-year sandstorm pattern that’s been killing Alabasta’s oases (Toh-Toh, p. 8: ‘Three years ago, the land began to dry and the sands began to blow.’). This timeline coincides with the civil-war onset timeline (Ch. 130 troop-counts). The chapter foregrounds this coincidence: the king (p. 11) refuses the king-controls-weather premise, the citizens (p. 11, ‘But Papa says the king can do anything!!!’) believe it, and the rebellion treats the drought as the king’s failure.
