Ch. 538 pp. 11-12 — the benched apex jailer
Introduces a named swordsman said to rival Warden Magellan — Shiryu “of the Rain,” the prison’s former Head Jailer — only to reveal him caged on Level 6 for slaughtering prisoners on a whim. He is shown in silhouette/flashback with a drawn sword: the prop-tell that he is staged for combat relevance.
Ch. 541 p. 3 — angling for release into the chaos
Shiryu , still caged, openly offers Magellan his help to put down the breakout and belittles the guards (“you’re totally ineffectual without me… tell Magellan”). The benched apex jailer is being positioned to be let loose into the chaos — the move that primes his eventual release.
Ch. 542 pp. 10-11 — the “loose piece” is activated
Magellan , unable to call Navy reinforcements, releases Shiryu from death row and returns his sword to set him against Blackbeard (pp. 10-11). The reprieve framing (“There won’t be a next time”) and Shiryu’s casual slaughter of fellow jailers on the way out underline that a leashed killer with his own agenda is now armed and mobile inside Impel Down — primed to break the leash.
