What it is
Oda stages the Tom flashback and the present-day Enies Lobby road as the same shot, twice — a Sea Train barrelling down the single ocean rail toward the World Government’s judicial island, while a rescuer races the rails behind it to stop the one being carried away to execution. The flashback installs the composition; the present-day chase quotes it, with the same character (Franky) moved from the front of the frame to the cargo car.

Why this matters — the structural lesson
This is a parallel-arc-structure mirror carried on a background-symbol (the single Sea-Train rail) and a connective character (Franky):
- Same frame, role reversed. In the flashback Franky is the chaser, helpless to stop the train; in the present he is aboard the kidnap train, the one being carried away — and his crew/allies are now the chasers. The composition is re-keyed with Franky moved from the front of the shot into the cargo car.
- Same destination, valence flipped. Both trains run to Enies Lobby to deliver a prisoner to execution. The flashback’s Battle-Frankies-attack-the-judicial-ship (Ch. 356) is the villain-staged dry-run of the present hero-staged assault on the judicial island — Franky’s machines once sank the WG’s courthouse-at-sea as a frame; now the rescue armada storms the WG’s courthouse-island to undo a frame (Nico Robin surrendering to save the crew). The rail itself is the visual through-line that brackets Tom’s fall to Franky’s redemption.

- This is filed as a parallel-arc / composition rhyme, not a single splash-to-splash silhouette match. The two anchor panels (357 p20 top, 371 p2 mid) are large near-full-width panels rather than full-page splashes; the flanking full-page beats (357 p21–22; 375 p19–20) reinforce the rail-and-destination through-line.
