Sea Hates Devil Fruit Users Axiom

Ch. 90 page 9 —
YOU SINK LIKE ROCKS IN THE OCEAN!!! WHAT CAN YOU DO!!? (Arlong weaponizes the axiom into a species-frame)
Arlong (back-huge close-up, WHOOM!!! ): ‘HUMANS ARE A STUPID, WEAK, FOOLISH SPECIES!!! YOU SINK LIKE ROCKS IN THE OCEAN!!! WHAT CAN YOU DO!!?’ The Ch. 66 Zeff axiom (‘The sea hates those with the power of the devil fruit. They sink like anchors.’ ) is here re-weaponized into a species-frame : humans-and-DF-users-both sink, but the axiom is wielded as a humans-are-inferior claim. Luffy answers (page 9, stretched-arm reach-pose): ‘Maybe I can’t do anything… but I have friends who will rescue me!!!’ — the axiom’s structural answer is bond-as-counter-to-sink . The chapter installs the crew-as-rescue-asset-against-the-sea register — Luffy’s DF-curse is structurally compensated by the crew’s water-capable members (Sanji underwater Ch. 86; pending Jinbei post-skip). Status: axiom continuing ; the bond-as-counter register is the new sub-form.
Ch. 85 page 8 — three-variable underwater-rescue-problem canonization
Sanji’s underwater rescue-attempt encodes the three-variable drowning-clock: buoyancy + breath + chain-attached-to-rock. “The water’s buoyancy is too strong!!” + “I need an oxygen tank, but there’s no time to get one!” + “I can’t carry him to the surface with the thing attached!!” The Devil-Fruit-user-cannot-swim axiom is here extended from cannot-swim (Ch. 66) to cannot-be-rescued-by-non-DF-user-due-to-buoyancy-and-chain-physics . Drowning-clock is the chapter’s pacing-mechanic.
Ch. 84 — axiom forces the chapter’s tactical pivot (Sanji-as-rescuer for chained Luffy)
Luffy chained-and-sinking in Arlong’s pool throughout (Ch. 84 pages 3, 5, 7, 17). Cannot self-rescue (DF-user-can’t-swim axiom). Sanji — the only-non-DF Straw Hat at the chapter’s start — overrides Genzo’s solo-dive and dives himself (Ch. 84 page 12). The Ch. 66 axiom is now operationalized as the only-non-DF-Straw-Hat-as-water-rescue tactical-rule : in any underwater-rescue scenario, the rescuer is gated by non-DF status . Forward-resonance: Sabaody coating-ride, Fish-Man Island arrival, every later water-combat scene.
Ch. 83 page 17 — deployed as combat-cliffhanger tactical-axiom
Zoro (calm, two swords drawn): ‘FINISH THESE CUSTOMERS OFF, THEN DRAG HIM OUT! / THERE’S ONLY ONE WAY TO RESCUE LUFFY!!! / JUMPING INTO THE OCEAN IS JUST WHAT THEY WANT US TO DO!!!’ The Devil-Fruit-user-cannot-swim doctrine is here deployed as a load-bearing combat-tactical-axiom by Zoro mid-fight. The crew (or at least Zoro) has internalized Luffy’s water-weakness as a tactical fact to be accounted for , not just a comic gag. The chapter installs the doctrine as chapter-cliffhanger combat-mechanic : Luffy submerged, weak, club-struck by Hatchan, with no air. Forward-pattern: every Straw-Hat water-combat scene through Alabasta / Skypiea / Fish-Man Island / Onigashima will deploy this axiom at the tactical-grammar level. Status: confirmed-as-combat-grammar.
Ch. 91 page 13 — First villain-side strategic-reading of the axiom
Arlong (underwater silhouette, internal monologue): ‘NOBODY CAN BEAT ME IN THE WATER!! I’M EVEN FASTER IN MY OWN ELEMENT!!!’ First on-page villain-side weaponization of the Ch. 66 Zeff axiom. Ch. 66 articulated the axiom as a survival-constraint on DF-user Luffy; Ch. 91 Arlong articulates it as a tactical-asymmetry he can exploit — pivoting from the courtyard (Luffy’s element) to the pool (Arlong’s element) is the chapter’s pivotal tactical move. Sanji and Genzo’s panic on page 17 — ‘HE’S GONNA ATTACK AGAIN!! RUN!!’ — is the cast-side second-witnessing of the same asymmetry. Axiom now operationally bilateral.
The Ch. 1 Luffy-can’t-swim personal-rule and the Ch. 53 Anchor Boy nickname are here generalized into a canonical axiom : all DF users sink, the sea itself hates them. The phrasing anthropomorphizes the ocean as an active opponent.

Why this matters
Oda’s axiom-installation-via-mentor-dialogue technique. A senior, doctrinally-authoritative character (Zeff, the Grand-Line-returnee chef-pirate) names a general rule that the reader has so far only seen as a specific instance (Luffy can’t swim). The generalization opens the lore-space — if all DF users sink, then there must be a reason the sea behaves that way. The anthropomorphizing language (hates ) is the long-burn seed for the will-bearing-sea lore.
