The seed

Ch. 309 (pp. 6–7) Foxy himself spells out the exact limits of his Noro Noro no Mi: the slowed state lasts “about 30 seconds,” then “the speed returns to normal as if nothing happened.”

The payoff

PAID OFF on-page Ch. 317 (“K.O.”) — the Combat-round conclusion. Both halves of the Chekhov rulebook land at once: (1) the mirror-reflection property (seeded Ch. 316, “Slowpoke photons reflect off mirrors!!”) lets Luffy bounce Foxy’s own Slow-Slow Beam back onto Foxy with a mirror Foxy himself slammed into Luffy’s afro as a “gift” (pp. 16–18); (2) the ~30-second window then becomes Foxy’s undoing — Luffy winds up a massive accumulated rush during the freeze and every blow lands the instant the timer hits ZERO (the crowd counts it down 8→0), KO’ing Foxy and winning the Davy Back Fight (pp. 18–22). The “speed returns to normal as if nothing happened” caveat is exactly what makes the build-up-then-explode tactic work.
