Luffy’s first bounty is 30,000,000 berries. The number is unprecedented: starting a reward at 30M is unique. Context:
- East-Blue average: 3,000,000 berries (per Brandnew, page 6).
- East-Blue active-captain ceiling: 20,000,000 berries (Arlong, before his arrest).
- East-Blue armada-commander ceiling: 17,000,000 berries (Krieg).
- Standard 10M+ tier: “each of these pirates is worth over 10 million” (Brandnew, page 6).
Luffy enters the bounty system 1.5× above the prior East-Blue captain-ceiling. The Marines’ framing (nip this evil in the bud before it spreads) installs the Marine-detection-of-structural-anomaly register — the bounty-amount registers that something is structurally different about this captain.
