Why this matters
First canonical articulation of the government-uses-execution-as-deterrence economic doctrine. Explains why pirates are typically captured-alive-for-execution rather than killed in the field — the bounty-economy is structurally rigged toward producing executions, because public executions are the WG’s preferred political-deterrence tool. The 30% bounty-drop is the price the government pays for the executions; bounty-hunters who deliver alive get the full bounty as compensation for the difficulty.
