The seed
Ch. 141 pp. 11-12 depict Hiriluk’s cure-all as literal quackery.
The chapter’s deliberate ironic frame: the quack-doctor-with-a-saint’s-heart register. Hiriluk’s pharmacology kills or harms his patients off-panel; his motive is sincere; the disjunct is the chapter’s whole point.
The payoff
(Pending — forward-canon: the arc’s payoff is that Hiriluk’s competence is irrelevant — his will to heal is the arc’s actual medicine, and is inherited by Tony Tony Chopper who becomes the real doctor Hiriluk could never be.)
Why this matters
This is not a discrediting beat. Oda is staking the chapter’s whole thesis on the disjunct: the epithet (quack) describes Hiriluk’s pharmacology; the motive (saving lives) describes his soul; Chopper inherits the motive without the quackery. The Drum arc resolves the quackery-vs-will tension by passing the will to Chopper while quietly burying the competence-gap with Hiriluk himself. Pre-loads Chopper’s recruitment-as-ship-doctor: he is the will-without-the-quackery synthesis.
