Why this matters
Combined with the Ch. 91 cover (the bulldog-figurehead Marine warship) and the Ch. 93 cover (the muscular Marine torso), the cover-arc is now visually-canonizing Garp’s appearance + animal-tell (bulldog-figurehead → carries-forward to Garp’s later bulldog-personality + Bogard-the-bulldog companion). The Ch. 104 cover firmly places Garp as the senior figure the chore-boy duo answer to, and the Negligence paratext pre-loads his signature comic-mode-laxity that he’ll display in main text from Water-7 onward.
The dog-bone hair-clip prop-tell is a specifically Garp-canonical design-element — it pays off in every Garp main-text appearance from Water-7 forward, and it is the same design-element used in the Garp-Bogard pairings.
