Ch. 141 names the great Doctor Hunt on-page for the first time.

The payoff

The Doctor Hunt is now a canonical world-building entity — a state-led purge enforced by Wapol’s security force against all non-Twenty Doctors practitioners. Hiriluk and Dr. Kureha are named as the only two non-Twenty holdouts in the flashback frame; in the present-day frame, only Kureha survives.

Why this matters

Parallel-arc-structure flag: the state-licensed cadre purges all dissident practitioners template will recur forward-canon (Vegapunk’s SSG vs. independent scientists; the Marines vs. independent justice; the World Government’s Cipher Pol vs. independent intelligence). This is the early-series prototype of Oda’s recurring legitimacy-via-state-monopoly villain-doctrine.
