Why this matters
The reported-dead beat serves the immediate dramatic purpose of freeing Luffy as the only available avenger — Luffy’s “I’ve got a score to settle” punch lands the second Wapol laughs off the report. Structurally: the people’s protector is removed at the exact moment the outsider-protagonist arrives, so the outsider can fight the tyrant without crowding out the local hero.
Parallel-arc-structure flag: the local-protector-removed-so-the-outsider-can-act template recurs throughout the series (Vivi can’t fight Crocodile alone; Robin can’t fight CP9 alone; etc.). The local-hero must be sidelined for the Luffy-vs-tyrant climax to land as a liberation rather than a coup.
