Why this matters
The chapter installs the operational mechanics of Arlong’s empire:
- Monthly per-village tribute (recurring revenue).
- Individual-non-payment = village-destruction (collective punishment).

- Tribute → Arlong Empire start-up capital (funding loop).
Forward-payoff: the Arlong-arc flashback will reveal:
- Per-adult tribute rate: 100,000 berries per adult (per month).
- Bell-mère died for not paying the per-adult tribute — she chose to spend her last savings buying enough rice to feed her two daughters rather than registering only herself + paying the per-adult tax (which would have meant denying Nami and Nojiko as her daughters).
- Per-village buyout rate: 100,000,000 berries (the Ch. 9 certain village / 100M berries dangling-noun seed).
- Nami’s 100M-berry village-buyout is the structural exit from the tribute system — she pays once to free the village from the monthly tribute forever.
