Structural lore — what Oda has confirmed about the Baroque Works hierarchy. The full four-tier roster + codename grammar + compartmentalization doctrine, canonized Ch. 155 p. 17.

What we know

The Baroque Works organizational structure is a four-tier criminal-org hierarchy canonized on-page in Ch. 155 p. 17. The tiers, top to bottom:

1. President — Mr. 0 (Crocodile). Sole apex; identity compartmentalized from all but his Vice President.
2. Vice President / Supreme Commander — Ms. All Sunday (Nico Robin). The only Baroque Works member who knows the boss’s true identity. Operates outside the Mr-Number / Ms-Day pair-grammar.
3. Officer Agents — Mr. 1 through Mr. 5, each paired with a female partner. All agents from Mr. 5 up are called “Officer Agents.” They handle the most important missions and most of them have Devil Fruit powers. Approximately 10 individuals (5 men + 5 women, with Mr. 2’s pair-grammar exception).
   • Under each Officer Agent: Billions — 200 underlings total across the Officer-Agent tier.
4. Frontier Agents — Mr. 6 through Mr. 12, each paired with a female partner. They command the lower operatives… and collect booty for the company at the entrance to the Grand Line. — i.e., the Whisky-Peak / Reverse-Mountain customs-collection operations are Frontier-Agent-run. Approximately 14 individuals.
   • Under each Frontier Agent: Millions — 1,800 underlings total across the Frontier-Agent tier.
5. Unluckies — Mr. 13 + Ms. Friday (otter + vulture animal-pair). Special — in charge of executions, communications. They handle internal-purge enforcement (executing failed agents) and inter-cell messaging. The animal-pair register makes them institutionally separate from the human-agent grammar — they are the operational discipline organ of the entire organization.

Total roster: ~2,014 agents (24 named officers + 200 Billions + 1,800 Millions).

Codename grammar

• Men: Mr-Number. Numbers 1-5 = Officer Agents; 6-12 = Frontier Agents; 13 = Unluckies.
• Officer-Agent women: broader naming-grammar — includes calendar periods (Goldenweek = Japan’s Golden Week), holidays (Merry Christmas), descriptors (Doublefinger), and at least one day register (Valentine — Valentine’s Day).
• Frontier-Agent women: strict day-of-week / day-of-observance grammar — Monday, Tuesday, Wednesday, Thursday, Saturday, Friday, Father’s Day, Mother’s Day.
• Mr. 2 is the only Officer Agent without a female partner — he doesn’t want one. The pair-grammar’s only institutional exception.

Compartmentalization doctrine

Canonized Ch. 107 as the Mystery motto: agents do not know each other’s true identities; the boss’s face is known only to the Vice President. The org-chart is functionally compartmentalized at every rung — the chart on p. 17 of Ch. 155 is delivered as Vivi’s intelligence-leak from her undercover position, NOT as institutional self-disclosure.
