Chapter 163’s title Yuba, the Town of Rebels operates as title-as-misdirection. The Strawhats arrive expecting a rebel-army stronghold; they find a dying oasis containing one citizen-loyalist who explicitly opposes the rebellion (‘I still believe in the King!!!’). The chapter’s titular rebels are absent — they’ve moved to Katorea. The only person in the Town of Rebels is the king-loyalist who would never be a rebel.
