The seed
Johnny pulls out the wanted-poster wad (KRUSH!!, page 9 of Ch. 69) and the duo identifies Arlong via Nami’s eyeballing of the Arlong-20M-berry poster. The duo’s epistemic mode is canonized as cross-reference bounty posters with target behavior.
The Ch. 41-43 Johnny/Yosaku introduction (as bounty-hunters chasing Arlong on Nami’s tip-off — see Yosaku Johnny Bounty Hunter Duo) is here operationalized as a recurring exposition-via-paper register.
Forward-payoff: the duo serve as the reader’s first-responders to who is X for the next ~30 chapters (until they exit the active-cast at the end of the Arlong arc). Every named-but-unseen pirate or Marine in their immediate vicinity is identified via Johnny’s poster-wad.
