Why this matters
Every time Oda names a Blue and attaches it to a character (or a character’s home, or a character’s crew), the Blue becomes a foreshadowing-anchor for that character’s lineage. West Blue gets its first character-anchor here (Laboon and his unnamed crew = the future Rumbar Pirates / Brook). The Charlotte family will later be South-Blue-anchored; the Vinsmoke family is North-Blue-anchored; East Blue is the Straw-Hat-anchor. The four-Blues-symmetry plot architecture is one of Oda’s structural-tool-sets.
The Ch. 104 install is the first West-Blue-character-anchor in the series — pre-loading every later West-Blue character-origin (Brook, the Rumbar Pirates, eventually any Skypiea-era / Roger-era West-Blue-anchored lineage).
