Why this matters
Graduates the Baku Baku no Mi from ship-scale to architecture-scale ingestion. Up to Ch. 131 the fruit was characterized as eat-anything-handheld-or-shipboard; Ch. 136 establishes the upper bound at eat-entire-buildings. The scale-graduation matters because it sets up the fusion-body mode-axis of the fruit: if Wapol can eat buildings whole, his body can recompose into building-scale forms.
The doctrine articulated in the same beat (“Everything in this country is my candy!!” — see Wapol Country Is My Candy Tyrant-Devourer Doctrine) makes the scale-graduation politically legible: Wapol’s fruit-scale matches his self-conception as the whole country belonging to him. The fruit’s reach grows to fit his self-conception of dominion.
This is also the first on-page demonstration in the series of a Paramecia fruit scaling its power across orders of magnitude — pre-loading the forward-canon pattern that Devil Fruits have a baseline-mode (Ch. 131 ship-eating) and a dominion-mode (Ch. 136 architecture-eating) and an awakening-mode.
