Why this matters

First Marine-bureaucracy-as-bounty-pipeline install in the series. The chapter installs the doctrine that Marine corruption becomes Marine paperwork — Nezumi will return to Navy Unit 16 and file an after-action report that names Luffy of the Straw Hat as the captain who took down Arlong’s empire. The report becomes the paperwork basis for Luffy’s first bounty.

The chapter’s villain-vows-revenge cliffhanger is structurally a bounty-pipeline install — Luffy’s first bounty (~30M berries, processed shortly after the Arlong arc) traces upstream to this Ch. 94 Nezumi-retreat-curse beat. The Marine-corruption-mode that has been operating in the arc (Ch. 69-80-94) here transitions to Marine-bureaucracy-mode, where corruption operates at the paperwork-and-record-keeping tier.
