Why this matters
Fugitive-officer install: Mr. 3’s cannot be found status canonizes him as an off-page fugitive within the BW org — a failed officer Crocodile is hunting. Pre-loads the spinoff cover-arc that tracks Mr. 3 + Miss Goldenweek’s escape across the seas. Note also: Ch. 158 confirmed Mr. 3’s wax-ship sighted off Alabasta — he is in-kingdom but operating outside BW’s tracking-net.
Internal-purge doctrine continuation: confirms that Crocodile has NOT rescinded the kill-order on Mr. 3. The Ch. 0129 strike-team dispatch is still active operationally even though the team has failed.
Asymmetric officer-mortality: Mr. 3 (failed) is hunted by his own organization while Mr. 2 (Little-Garden mission failed but Mr. 2 returned alive) is recalled to ops.
