Why it matters

The Cocoyasi-cannot-be-rescued-from-outside axiom is the chapter’s structural argument. The chapter installs it via a two-tier demonstration: (1) the Marines refuse to be bribed and are killed (Pudding-Pudding’s death-mid-speech); (2) Nojiko’s voice canonizes the resignation. The chapter is structurally a negation-of-rescue chapter — the rescue is refused, the rescuers are drowned, the doctrine is named.

This pre-loads the arc-grammar that justifies the Straw-Hat-Pirates-as-arc-resolution: outside help has on-page failed; the intervention-must-come-from-inside doctrine is now active; the Straw Hats are the non-Marine outside who can succeed only because they are willing to fight Arlong directly rather than appeal to governance.
