The line is delivered in Wapol’s mocking register — no one will continue this quack’s work. The chapter structurally inverts it: a monster does appear — Chopper, the baby monster the townsfolk recoil from (Ch. 134) — and he does continue Hiriluk’s work. Hiriluk’s response — ”…He is forgotten!!! …And the ailing hearts of the people will be healed. I may disappear, but my dream will live on.” — reads the same words as a sincere successor-prophecy.

The monster framing for Chopper recurs across his backstory and his Straw-Hat introduction — a monster by townsfolk-reaction, a monster point by Devil Fruit awakening. The Ch. 145 line is the earliest on-page articulation that the monster will be Chopper, naming him by negation in the same panel Wapol’s regime laughs at Hiriluk’s death.
