Captured and bound for Impel Down , Doflamingo delivers a thesis-statement prophecy: he claims to have “held the reins on all the monsters in this world,” and his removal means no one now sits atop the sea — “is it one of the Four Emperors ? The Seven Warlords ? Those brats in the worst generation? The Revolutionary Army … or does the Navy reign supreme?” He notes it has been 25 years since Roger conquered the Grand Line and that the throne still sits empty (“Whitebeard sat before the throne but never upon it”), and that “the people of the ‘D’… will be dragged from their lofty perch — you tell those Celestial Dragons in Marijoa!!” His conclusion: “this is going to kick off the greatest battle for power in the history of pirate-kind.”
